In my lifetime, and four year in the Navy '67-'71, all shore, with my last In Country Vietnam, there's only one VA secretary that tried to build what should always have been, till Gen Shinseki and company, as the people served responsibility and that was brother 'Nam vet Max Cleland, under Pres. Clinton, who was blocked by those congresses conservative ideologies in accomplishing.

Bush Institute in Texas want to know which military advocacy and assistance groups are truly helping veterans.An analysis of the success and significance of the groups, to be conducted in the coming months, was one of several initiatives touted Wednesday by the institute and its namesake at a summit on veterans’ transition issues.
Former President George W. Bush, in a rare public appearance, said the goal of all the efforts is to not only highlight the challenges facing separating service members, but also to offer communities ideas on how they can help.

Dr Biden and Michelle Obama had already started talking to Military personal and especially their Families, along with Veterans, during the first campaign. They carried the want to help right into the White House on that first day. And with the help of President Obama and the entire Executive Branch Cabinet have done what they can to help Gen Shinseki the Secretary of the Veterans Administration. Deficits are Debt with Interest payments, the long under funded VA, and especially with long wars greatly expanding the needs of, budget thus are mostly borrowed as those served don't fulfill the responsibility and fully fund, they'd save money if they did. Those served then follow the conservative, peoples representatives, ideology in attacking the VA when problems within arise because of that under funding, none demand they should Sacrifice as they demand those sent into wars, and their families do.
This Veterans Administration not only brought in newer technologies, long ignored, and helping the newer veterans, while getting slammed by conservatives in congress and the media, they reached back to long ignored veterans issuses: The issues of finally recognizing in War Theater and more Veterans, by this Veterans Administration and the Executive Administrations Cabinet, what the Country choose to ignore from our previous decades and wars of: The devastating effects on Test Vets and from PTS, Agent Orange, Homelessness, more recent the Desert Storm troops Gulf War Illnesses, Gulf War Exposures with the very recent affects from In-Theater Burn Pits and oh so so much more! Tens of Thousands of Veterans' that have been long ignored and maligned by previous VA's and the whole Country and through their representatives! Why, as the fifth anniversary just pasted of the 'Recovery Funds', i.e. Stimulus package to help get the economy back on track after collapsing from the bush years policies and wall street greed, a boost to the Veterans Administration with helped clear some long ignored and needed issues that are still moving forward, Finally.

Much like all the photo ops, usually as an election is coming and military/veterans votes are sought, from congressional bills introduced, sometimes passed but very rarely funded with actual people served treasury dollars, that I've watched even before I was discharged from the military, from Korea, shifting promises to them to us Vietnam veterans, forward! While ignoring many issues, think PTS, Agent Orange to Gulf War Syndrome, to name but a tiny number of oh so many!
