DECEMBER 13, 2011 - The Fort Drum Regional Health Planning Organization's best chance for receiving federal funds has evaporated.A House-Senate conference committee struck the $500,000 that Rep. William L. Owens, D-Plattsburgh, had inserted into a bill outlining defense programs for fiscal 2012, meaning lawmakers will have to look for other means of supporting the organization's operating budget.
The conference report on the defense authorization bill also eliminated other programs and projects that Mr. Owens and fellow House members inserted as a way around an earmarks ban, at the insistence of the Senate.
Mr. Owens and Sen. Kirsten E. Gillibrand, D-N.Y., fought for the FDRHPO funding, although the House legislation never mentioned the organization by name, Instead, it spelled out $500,000 for military-community partnerships — a description that they said would logically lead funding to the FDRHPO. read more>>>
