One very simple answer and is same for the private sector is that the economics of the free market capitalism is not working the way the supporters of sold the new capitalism that it would, investing that wealth that flows to the top back into the needs of economic growth so no need for public funding in their con of small government that they seek to privatize and regulate themselves!
Instead if they invest it's to develop their industries and businesses in lower waged and little to no benefit under regulated labor markets overseas, where they've also moved our once flourishing innovative and experienced trades, which is exactly what the detractors of stated would happen, adding in making wealth off our wars as well!
