They have to 'defend', NOT!!
It's the 'american people' that need to show/defend as to the why they haven't Demanded Their Own Sacrifices this Past Decade Plus, as well as the decades previous, and why they chose to Ignore us older veterans these past decade's as to the mental health issues related to veterans and wars, as well as the civilian populations from traumatic experiences, till now they can't Ignore No Longer but Still Choose to Not Sacrifice!

Think what wasn't done as two more wars were waged, till both houses of the Congress changed hands and the needs were started, finally, in catching up because nothing was done. And since the new administration they have continued to play catch up as well as tackle long ignored issues related to veterans. And doing so as the country still doesn't demand their own sacrifice at the expense of the growing numbers of new veterans needing the care and responsibility from the country to honor the contracts of those who serve it!
The VA is the country, but it's easier and cheaper, after funding the defense industry, to lay blame on an agency then look in the mirror!
