WASHINGTON – February 17, 2011 - The Department of Veterans Affairs (VA) has completed the initial evaluation of proposals for its Transformation Twenty-One Total Technology (T4) solicitation to transform its information technology programs, which will result in improved quality of health care and benefits services to Veterans, their families and survivors.
T4 is a five-year program to meet the full range of VA’s long-term technology needs while helping VA meet Veterans small business goals. The T4 program will consist of up to 15 prime contracts, including four reserved for service-disabled Veteran owned small businesses and three reserved for Veteran owned small businesses. The T4 program will serve as a single focal point for managing the multiple award contract vehicle, giving VA access to the best of industry’s capabilities without extended acquisition lead time.
“T4 is a major tool in the transformation of VA into a 21st Century organization,” said Secretary of Veterans Affairs Eric K. Shinseki. “These contracts will enable VA to acquire services for information technology programs that will help ensure timely delivery of health care and benefits to our Veterans.”
Competitors for the T4 contracts will soon be notified of their status, and the contracts will be awarded this spring. Unsuccessful competitors will have the opportunity to receive a debriefing on their proposals to gain insight into how they might improve their future submissions. Others may receive a request for more information to assist in the deliberative process.
Technology is an important enabler of VA’s ability to provide many of its health care and benefits services. T4 contractors will provide IT solutions encompassing all services needed to integrate systems, networks, software and other IT products. The services and IT products may cover the entire life-cycle of a system, and include program management, strategic planning, systems and software engineering, cybersecurity, operation and maintenance, and IT facility support.
